Again, there is no one insurance company that is cheapest for a new driver. If there were, it would be the only one around in time. The answer is it varies depending on your particular circumstances, which I doubt you would want to announce in an open forum like this. Things like ZIP, what vehicle, driving records, credit record, and the myriad of other things the insurance company looks at to set rates.
The best thing to do in my opinion is to find an independent agent, that way he isn't pushing his company despite your needs. Give the independent your information, and tell him what coverage you want. If you aren't sure, he can help you make decisions about it. Then let his access his data base of multiple companies to find what is best for you under your circumstances. It has the added benefit of having someone local to talk to if you need to instead of a web page or an 800 number.

Check with esurance.com. If you go to Progressive.com, they will compare their rates against 3 or 4 other leading companies. Pay attention to the details each company gives you as far as who they work with for claims. You should be allowed to go wherever you want to. Also check on rental car coverage, and discounts offered for good driver, good student, multiple vehicle coverage, and renter or home insurance.
