After the Roman King Constantine ordered the Pagans and Jews to become" Christians" The new Roman Christian church was in need of a book to replace the Koran or (old testament) This being an historical fact here is my question..... Who was given the job by King Constantine of deciding which books or (gospels) written by the Apostles were to included or EXcluded and why did he leave out the gospels that were not included,

The "Council of Nicea" chose these books. They choose to leave some out because they were blatantly false, but others, not because they were false, but because they either weren't needed to tell the story in the bible, or had some minor inconsistencies, or just didn't fit in the story line. These books include the Gospel of Peter (the 2nd most popular Gospel text used in churches at the time of the Council)...
These other books were never meant to all be taken out of circulation, but that's what happens when they're declared apocrapha.

The Koran was revealed to Mohamed long after Constantine.

I think KORAN was not written as yet when King Constantine desired to replace it, as narrated by you. It was written much after Mohammed's death in eighth century of current era.

The Qur'an came later, after the NT was completed. God's word doesn't need replacement, no. He simply gives us more of His Revelation.

How can God's Revelation ever expire? Has God expired Himself? God's Wisdom and Words to us end, because God is INFINITE.

The Qur'an says it best. Btw, when you see "Say:" in the Qur'an, it's like saying, "Thus saith the Lord."

"Say: Though the sea became ink for the Words of my Lord, verily the sea would be used up before the words of my Lord were exhausted, even though We brought the like thereof to help."
~Qur'an, Pickthall translation, Sura 18 (The Cave), vs. 109

"And if all the trees in the earth were pens, and the sea, with seven more seas to help it, (were ink), the words of Allah could not be exhausted. Lo! Allah is Mighty, Wise."
~Qur'an, Pickthall translation, Sura 31 (Lukman), vs. 27
