kids can tell right from left as early as 3 years. Every kid has a bank of words in his brain, for every kids the bank is in a different size. Some kids need to hear a word 700 hundred times before the "know" the meaning of that word and can use it. Some kids with learning difficulties, need lots more. Keep saying it to add to his bank.
But....
Never, never, never teach right with left at the same time. this is the mistake that creates adults with difficulties with left and right or difficulties recognizing b and d. Never teach them together. pick one (if you kid is right handed, teach right, if he is left handed only teach left) and make sure that for him there is the right hand and "the other hand" for a long time before you introduce the left.
I'm a special education teacher. you won't believe how many problems are there only because similar things were introduced together and the kids (and grown ups) can't tell which one is which.
So the age is not the important thing, but the way they learn it.

They all learned from ages 5 to 8. My 8 yr old has had the most difficulty with that as he is autistic and is learning diaabled. His therapist taught him to make both hands into an "L" shape. If the "L" isn't backwards then that is his LEFT hand and it worked!

When they learned their letters, for my daughter around age two and my son around four. I taught them the thumb and index finger on their left hand makes and L and on the right hand it doesn't.

My daughter is 3 and she knows her left from her right...I think its because I've always said..."Now your left foot" as I put her shoes on....its just gone in. But my Mum has trouble with it still...its easier for some than others.

if your thinking of forcing your child to be a lefty or righty, DON'T do it. let them develop naturally. i was forced to be a righty because my mother thought "it was evil". bunch of bull.
