Ok, say HI ALREADY MAN! Even if you dont talk that much, dont plan it (even if you do it wont come out the way you planned) so, just say hi and invite her for a movie, dinner, playing tennis whatever she likes. But dont say "wanna go to a movie" have an assertive place like. "I heard that gone baby gone was a great movie, want to watch it". Or " I know you love tennis, wanna play".

How long have you known her? It sounds like you have a "crush" on her & would love to date her, so start talking to her, get to know her more. Don't tell her you love her.(she may be dating or seeing someone at the moment.)
