If you really know... I would contact a few U.S. Newspapers and perhaps some U.S. civil liberties organizations first. Don't tell them where he is. But inform them that you do know and you are going to tell the U.S. government. At least then hopefully someone who would love to write about it knows you are going to the Government. I think you can trust American journalists.. And if you don't then go to a European journalist. After posting this.. if you are over there. You may have the U.S. government coming to you. But I think you can trust them.

If you provide direct evidence of where he is, the reward is $50 million dollars. If you are serious, I would provide the information. The US Govt. would get you some place safe if you do provide real intelligence.
