I need to download a free photo editting software package for work - mainly kind of stuff I'd need to do is sometimes merge 2 images, crop, resize, get rid of background stuff that kind of thing. IT kindly told me to figure out which one I want and ring them so they can put it on my computer (they're soooo helpful)

any suggestions?

Merging images means that you will need layerfunction.

The free programs that can handle layers is, as far as I know only GIMP and Paint.net.

If IT is going to install it, then use Paint.net - it's less intimidating than the Gimp. Fotoflexer is an online editor worth looking at

there is a portable version of the Gimp that requires no installation; run it from a usb flash drive

Definitely try Picasa from Google. It has a large collection of functions for manipulating photos and it's lightweight compared with other programs.
