In answering this question I'm going to assume that you believe in God and Satan. God created everything in the world except sin. In the bible when Jesus would heal someone of a mental illness (or any illness or disability) he would say, now go and sin no more. which being a Believer as yourself, you would take this into context that sin causes mental illness, also on this topic, the bible says that the sins you commit today will be a burden carried on by 10 generations of your children, according to your belief system a mentally handicapped person doesn't have God to blame but the sins of his or her ancestors.
On a side note, I have extended family members with mental disabilities and, from what I've whitnessed they are the most innocent, loving, giving, and forgiving people on earth. I personally believe that what they lack mentally they make up for in heart.

He didn't create it, just like he doesn't cure it. Why would anyone believe in some diety who has not shown himself ever to modern man, or preformed any miracles that are documented? Physiological changes in dna, lfestyle, accidents etc are all physical elements that cause "defects" in the mind. Just like blindness in the eyes, or deafness in the ears. The brain is not discriminated against for it's share of physical defects. It's just like any other living cellular structure on the planet. Humans are a speices that walks on this earth with all the rest of the different spieces. We have instincts that enable us to survive, and natural selection weeds out the weaker members by acts of mother nature, disease, accidents and crime.
When you remove the "God" factor, it actually is far more believable that we are humans and are just like any other living beings on this planet. We all have the instincts to get along with each other, it's called a conscience. God has not proven to me that he is real at all. But science has proven that I bleed like other animals, and die like other animals. It's a lot easier to swallow than this theory that people kill each other over.
You should not cast a religious light on mental illness. It's people like you who make mental illness sound like a choice, like drug addiction` that's a choice. Mental illness is not a choice, it's a physical ailment of the brain. Seriously, what a leading question this is....Satan and God have nothing to do with any of it.

Mental illness is just another aspect of us being the furthest from perfection that man has ever been.
Example; the Patriarchs of Genesis chapter five lived to nearly a thousand years, with Methuselah being the oldest.

No one. And there's no higher reason.
Mental illness occurs for the same reason as other types of illness. Humans are the result of the undirected processes of evolution, and sometimes those processes stuff up, particularly when you're talking about complex elements like the brain and its interaction with its environment.

God created Lucifer the angel. it was greed, concietedness and the need for power that created the devil. i think that all bad things comes from the devil but God does allow them to happen sometimes... actually, alot of the time.
