You can shapen a photo to some extent by the unsharp mask in say Photoshop or any photo editing program. But it is probably beyond most programs to fully correct a blurred photo unless you use some highly specialised equipment and take a long time over it. Even then, if the information is lost through blurring, you can't get at it no matter how hard you try.

If it's out of focus there is nothing you can do. Some programs have a feature called sharpen, this sometimes helps to make things more distinct

Not in the real world. There's not enough clean data in the picture for any program to make a real difference.

I've found them very hard to correct no matter what program.
The red eye can be fixable.
