It is NOT illegal to drive a car barefoot in any state. That is a myth.
See: http://tafkac.org/legal/driving.barefoot/driving_barefoot.html
That being said, because so many people think it's illegal and/or unsafe (and the person judging your driving might be one of them), wear shoes for the test.

I'm not certain where the people who claim that driving barefoot is legal got their information, but according to the DMV's website, it is ILLEGAL in certain states to drive barefoot. Check out their official site if you have doubts.
So, yes, you should wear shoes to take the driving test. It's much like showing up for a job interview in your sleep attire.

This may be incorrect but I took a traffic school course in California where the instructor told me that it is a misconception that it is illegal to drive without shoes. However, he did say that it is illegal in many cities, especially cities around the beach. Apparently the cities were getting sued because people would get out of their cars barefoot and step on broken bottles. In any case, legal or not, I would suggest taking your driving test with shoes on. Don't give the instructor any reason to not like you because he may view it as somewhat disrespectful.

It's not illegal to drive barefooted, but most companies that do the driving tests require shoes. And even most DMV/DOT/SoS require shoes.

since it is illegal to drive barefoot in all states you will automatically fail... it's a safety thing - if you were in a crash could you run across broken glass and car parts safely? if you don't like shoes try wearing a pair of sandals or something with thin soles... good luck

I don't get this law, but you're not allowed to drive barefoot. It is stupid. I love to drive barefoot!
So I'm assuming taking the test shoeless is not going work out. bummer.
