when my pc boots up i get an error message saying it cant find a file. i cant do a system restore because it cant open that program. in fact the only thing that is working is internet explorer

Put your system disc back in, restart holding down the C key and then from the list of options select R repair console and that will sort it out.

you could try a right click on your hard drive logo and schedule a chkdsk scan to see if that will correct the problem.
Also search the problem in Google or try system restore in safe mode.
