As above, you can't. A CD writer has just barely enough output that, once focused into a microscopic dot, is barely enough to deform a pit in a plastic.
Instead, glassblow a nipple near each end of a 3-foot long glass tube and insert electrodes while molten. Also weld an air nipple valve into each end, near the electrodes. Construct an air-tight bellows for each end of the tube with setscrew adjustments, mount a gold-doped dielectric mirror in each one, and attach to the tube ends. shine a regular pointer laser through one of the mirrors, and adjust the bellows for perfect 180 degree reflection. Next, mount a xenon flash tube, constructed in a manner similar to the laser tube, parallel to the laser tube. then construct a water-cooling jacket out of PVC that the tube assembly can fit into. There must be water flowing when the tube is powered on.
Attach a vacuum pump via hose to one of the laser tube nipples. Attach a tank of "Laser mix" CO2 to the other. turn on the vacuum pump, and once vacuum is down to a few millitorrs, barely crack open the valve on the CO2 for about 1 minute. Close it, then wait for the vacuum to get back down again. Once it does, close the laser tube valve and remove the pump.
Apply 2500V to the electrodes of the laser tube, and start the xenon flash unit. Output should be about 50 watts, enough to melt thin steel if focused properly.

You can't.
A CD-R drive's laser is pathetically weak, and would never set anything on fire.
A MagLite flashlight will not assist you in making a laser. Flashlights generate only incoherent light, while all photons a laser generates are in phase with each other.

It won't work, and if you have to ask how on here then you likely aren't ready to try. A burning laser is powerful enough to cause you serious injury or blindness. Wait untit you have enough knowledge and hopefully you will understand.
