I already informed to them about my visa refusal before 2 weeks with the letter of refusal from embassy and I have all original documents which they gave for me (Enrollment and the receipt for the fees paid).
But now their reason is not of all. They are telling that they have not enough money to refund.

what college was it? was it a real college? there are a lot of "colleges" in the UK which are fronts for illegal people trafficking. Did you really plan to study or did you just want to live here?

Here is an extract from the terms and conditions of the Birmingham International College which gives the reasons for not refunding fees.

Tuition fees or deposit paid are not refundable. However, if a student has been refused a visa or entry to the United Kingdom, the total fees paid will be refunded minus £100 provided the following conditions were met:
a) The student has informed the College in writing about their inability to start the course/s, at least two weeks prior to the commencement of their course.
b) The student has not entered the United Kingdom.
c) The College is provided with the original letter issued by the British High Commission/ Embassy. Confirming the refusal of a visa or entry.
d) The student has not appealed against the refusal of a visa. If an appeal has been lodged, the fees will be refunded only upon receiving documentary evidence that the appeal has been dismissed.
e) The Certificate of Enrolment and the receipt for the fees paid are returned to the College in their original form

I suspect that you have either not made an appeal against the refusal of the VISA or one of the other 4 reasons that they state.

This sounds like an illegal operation if they won't refund your money.
I have looked at the website and there is nothing substantial there, just vague promises.
Find out the reason for your visa rejection. It may be that the British Authorities know that this is not a proper college and they need evidence from you to close it down
See if you can find anybody else who has had the same problem
