N Korea probably has the most uncountable amount of underground bases, they spend a huge amount of their budget entrenching themselves preparing for a war, that xenophobic psycho the Chonger plays hard ball.

But in the end it's what you consider an underground base, a significant amount of US bases have a fortified section underground. There's a ton of underground bases in Nevada and surrounding states. bases, or Commands? I know of several Navy Commands that are all or partially underground.
