As I understand it, a ritual is the complete package -- circle casting, invocations, and so forth. A rite is a component of ritual; for example, the Small Feast is a rite that might take place in the context of a Wiccan ritual. This is why, when inviting the Gods to join us, we also often invite them to "bless our rites".

A ritual is something that is done for anything, like spell, or a healing circle. It usually involves certain tools, like chalices or athames, depending on what the ritual is about.
A rite is a type of ritual that is done for specific events, like Full Moons, Sabbats, Handfasting, Paganings, etc..
Rites for each event, like a Full Moon, are usually very similar, but vary depending on the individuals running them. It's like going to church. Different churches do basically the same thing every time, but with their own twist.
