Your primary care physician , if they can't find anything then they would refer you to an Ear Nose and Throat doctor.

My doctor only sent me to an ear, nose and throat specialist because they didn't know what was wrong with me. In all cases get a second opinion. My doctor told me I had mono but I got a second opinion and was told I was just fighting off a bad infection. It ended up being tonsilitis and I had my tonsils out.

Since you just have pain, cough, and fever that's not a big deal. Just visit a normal doctor or clinic. There is no need to see a specialist.

Your regular doctor should be just fine. Usually these sorts of things are from something routine and easily treated. Waiting in line to see a specialist to treat this is usually a waste of your time (UNLESS the regular doctor finds something that warrants such a referral in which case you'd definitely better go!).
