If anyone is unclear about what I'm talking about, I'm quite sorry. As you can see, I have no idea what the thing is called. But if you curl your front lip up and look inside, you can see the thing I'm talking about. Any doctors/dentists know what I should do?

My son tore his when he was little and all that the dentist said to do was to put pressure on it until it stopped bleeding and ice it. I don't think that it will grow back and it can't be mended. In fact, sometimes it is removed on purpose (a frenectomy) if it is too short and interferes with one's speech.
This piece of tissue that connects the upper lip to the gum is called a "frenulum" (or frenum, plural; also frenula or frena). Frenum is a type of connective tissue covered with smooth epithelium.
P.S.--If there is a bothersome tag left behind, the dentist can snip it and there should be no further problem.

It's called a frenum, and it will heal just fine.
Sometimes it pulls to hard on the gums, and a dentist or oral surgeon will cut it in order to prevent damage to the gums.
Never heard of an accidental rip though!
It should heal rapidly, without infection though.
If you detect a large swelling then you may need antibiotics, so see your dentist if anything other than the tear is observed.

I am unable to view your photo, but spaces between baby teeth are good and normal. However, if this attachment comes completely down between his teeth it needs to be fixed. This is called a frenectomy and your doctor or dentist can simply trim that little attachment. Otherwise, his permanent teeth will have spacing too. See a pediatric dentist or a pediatrician.

THE ONE THAT ATTACHES THE UPPER LIP TO THE TWO FRONT TEETH IS CALLED THE LABIAL FRENUM.
THE ONE WHICH CONNECTS THE TONGUE TO THE BOTTOM TISSUES IS CALLED THE LINGUAL FRENUM.
AS FAR AS WHAT CAN BE DONE, THE DENTIST CAN DO A PROCEDURE CALLED A FRENECTOMY AND JUST SNIP OFF THIS SMALL PIECE OF TISSUE. IT WILL HEAL W/O ANY PROBLEMS.

My own daughter just smashed hers about 20 minutes ago...ice...tylenol...a little cuddle, she'll be fine. Save the $$ for a dental office visit. We snip those things (frena) on purpose! No harm done!
