Yes they can. If one testicle wasn't descended when the dog was neutered, the vet would not have taken that one out. Usually they stay where they are but if the one left behind was eventually able to descend, then yes, it could produce sperm and get a female dog pregnant.
Check with the vet who did the neutering, there should be a note in the dog's medical file if the surgery was not 'normal'. Any problems would have had a notation put in the file.

No. A neutered male cannot make a female pregnant. His testicles (which produce sperms) have been surgically removed.

no. Sperm is made in teh testicles and without them it can not be made and it can not travel out of the body. There is no way that a neutured dog and get another female pregnant.

I had a dog at one point that had a third testicle that never came down.. they fixed him but didn't realize that was in there... In that case yes.. you might want to have a vet check just to make sure.

In short, no, if he was officially neutered.
Now if he has ascending testicles (meaning they haven't dropped) it is possible, but not likely.
If it's the "humping" that has you concerned, don't be. Humping amongst dogs is a sign of domination, being higher in the hierarchy. Now you shouldn't allow them to "hump" ("humping can start a dog fight quick), but it won't get your dog pregnant.

i thin that sperm stays in the tubes for a while after they've been neutered so if you've got a female in heat, keep him away. i think unused sperm in the tubes gets reabsorbed after a while but I'd give it a few month to be on the safe side.

no the testicles produce sperm which in turn is used to produce puppies. if there r no testicles, then there is no sperm, and then there r no puppies

Were they surgically removed, or are they undescended? If he's fixed but he's acting like he's not fixed, no worries. If they never descended but are still there, well, stranger things have happened.
