A dwell meter is used to set the points in a non electronic ignition car. This would usually be a car that was built in the early 1970's or before!

Many GM cars had a distributor that had a "trap door" which you could use to access the adjustment screw on the points, You would adjust the points by turning the tool (usually an Allen wrench) and read the dwell angle on the meter. When you had the point set for the optimum dwell angle, they were adjusted correctly!

boy, that's old school business. i assume you're working on a car that dates back before 1980. it measures the ratio of time and degrees that points in the distributer stay open (this is for non electronic ignition only)
