No. You will learn how to shoot in the Coast Guard recruit training. That being said, once you get to the fleet, you may not even carry a weapon on a regular basis. It depends on your job and your duty billet.
However, you will not get a license. You will be considered weapon qualified (on one or more various 'guns'). The weapon you are trained on will not be yours to keep either. It will belong to the unit to which you are assigned. You will have to check it in and out of the armory unless you are at a certain type of unit wherein you would carry it the majority of the time.
You will need to qualify every so often, especially if you want to fill specific positions (i.e. boarding team, port security, etc.)
Civilian-wise: You can get a gun permit whether or not you join the military though. You just have to apply through the appropriate agencies.

You don't need one, and you won't be issued one, either. A gun card is to register you as an owner of fire arms. Not every state has a gun card law. The coast guard does not give you a gun, it may issue you a gun if your MOS requires it, but you won't own it.
