Road legal quad...never heard of it,if it is legal then yes it needs front brakes...and lights

If it doesn't have a front brake, you can't make it road legal anyway.

the bike to be road legal will need a front brake, under construction and use regulations.
if your in doubt, google VOSA, give them a call its an 0870 number, they will tell you for sure, leaving you in no doubt!.
