a judge of course , a court appointed official, the mother or father, and i think if the mother or father is a minor their parents, besides that , if there is a custody dispute, from another guy saying he is the childs father, then yes, they can , put i think they would have to pay for it .

If the person demanding the DNA test has reason to believe that he might be the Father, he can get a Court Order for the test.

You can get a court order which will make you submit DNA

I guess if they have a court order or they wanna pay the fee. All it takes is a swab of the child's mouth.

well there has to be some reason behind it....an old flame or a guy who dated the mother around the possible conception time....but just any person for no reason? don't think you could do that......but who knows what the courts are allowing these days...
