Jefferson and Hamilton were at odds with one another. The states had far greater rights and responsibilities than did the federal government. Washington was playing up the Cincinnatus Effect and preaching isolationism. The states found interstate commerce to be troublesome -- each state had its own currency and taxation system. All were governed not by the Constitution as we know it, but instead by The Articles of Confederation. The AoC proved to not be very useful and so it was decided that restructuring was in order -- the Constitution was written, re-written and eventually ratified. Each state was very much its own entity and had its own issues. Jefferson promoted abolition of slavery by the year 1800. This was not the popular view and was not favored for economic reasons. So, slavery remained.
The newly formed United States looked to France for political alliance and support. The British had lost the war, but were still the most powerful naval force on the open seas. They were not our friends.
Politics? It was like the Renaissance.
