My mother has always said that she would like a watercolor done of our house, and I think this would be a great gift idea for her upcoming birthday. Does anyone know of a company or artist that can make me a watercolor if I send them a photo?

Try a local watercolor artist. Also hanging a request in the lobby of an art-school will result in a skillfully made painting.

I don't know about a company, per se, but I know that the program "Photoimpact" will allow you to convert scanned materials to alternate media.
