First, the proper term for this device is 'suppressor', NOT 'silencer', as NO firearm can be completely 'silenced'.

Rather than risk the jail time & massive fines for illegally making a suppressor, or having to wade thru months of BATFE paperwork to LEGALLY make a second-rate piece of junk, why not just purchase a weapon with an integral suppressor, or a pistol/suppressor combo?! You would have a much better quality product, with less expense & hassle, with about the same amount of superfluous paperwork.

Assume you don't break the law and get caught, a suppressor/silencer is essentially a series of baffles inside a larger pipe, with a hole drilled in the middle, where the bullet passes through.

I own a marlin 925, and I've built one out of plastic. It sorta works, and its construction is simple. you buy a .58 copper pipe (1/2" water repair pipe) and cut it down to 2". add a slot for the front sight. use duct tape or masking tape to increase one end's out diameter to it will take a 1" PVC connector. Buy Some 1" PVC pipe, buy some round plastic disks to fit in the pipe, drill a hole slightly larger than the bullet dead center. Glue the discs 1/2" apart, use at least 5. then end the pipe with a 1" cap, glued on, hole drilled dead center.
There you have it: an illegal "half" suppressor.
The problem is that not only is it near impossible to drill the holes right, but the plastic melts from the heat of firing. I don't use it just for that reason. It was hard enough to put together and I'd rather not break it.

My other way is to make the bullet pass thru a paintball, a messy process, but it makes it no louder than an air rifle. And I don't think that illegal. Also use CCI ammo, for some reason is quieter than Federal or Remington.

Put a coke bottle on the end and then fill it with a a rag. That will only last for a few shots though.

The best way is to go a buy real silencer.Check to make sure it is legal in the your state before you even do anything else though (legal in AL, AR, AK, AZ, CO, CT, FL, GA, ID, IN, KY, LA, ME, MD, MS, MT, NE, NV, NH, NM, NC, ND, OH, OK, OR, PA, SC, SD, TN, TX, UT, VA, WA, WV, WI, and WY .

If it is, you have to go to the place you want to buy the silencer and pick the one you want out and then file for a Title 2 Weapon permit from BATF. Once you fill it out you have to get a signature from local chief law enforcement officer of your city/county.

Once you get that filled out you have to pay the $200 tax and see if you approve (usually takes 3-4 months). If you do you get a silencer. You also have to be 21 and have no Felonies. If you fail to get a silencer permit you could get 10 years in prison and/or $250,000 fine.

But if you just want a temporary one use the coke bottle.

Here is the answer for persons in the USA. Silencers are perfectly legal to own and build in the USA without a permit or license. That said; you need BATFE authorization to build, transfer or possess a silencer. This authorization is routinely given and I have never heard of anyone who did not get it as long as they filled out the paperwork correctly. You must be at least 18 to receive ATF authorization to make a silencer, 21 to buy from a dealer. The word silencer is a legal term as defined by the NFA of 1934 and a marketing term coined by Maxim 100 years ago. They are more properly called suppressors or moderators. Making a silencer that only lasts a few shots is not a good idea, better that it be made to last a long time.

The first step is to live in one of the 36 states that allow civilian ownership of silencers. A list is at http://www.silencertests.com/legality.ht... . Obtain the ATF form 1 here, http://www.titleii.com/Forms.htm , fill it out and get your local sheriff to sign it. Some sheriffs will not sign. If they will not sign, then you can form a non-profit corp or a trust, both are not difficult to do. Attach passport size photos of yourself to the form along with finger print cards and a form attesting to your citizenship or legal residence. Send the forms in along with a $200 check. It will take 1-2 months for approval. All forms are available from the BATFE. Photos and fingerprints are not required for trusts or corps.

Next step is to design it. Silencers are basically just a tube with baffles, or they can be filled with mesh or rubber disks called wipes. It is important that the silencer is well aligned with the bore to prevent baffles strikes and damage. There are designs available at the links below and the US government patent website. You will need access to a lathe, threading tools/taps or dies, a band saw and a welder if you weld on the end caps. If you have a friend to run the lathe and other equipment for you, then you must be present while the work is done. A silencer made on an ATF from 1 must be made right the first time. If you damage it, you can repair it, but can not make new parts for it unless you submit another ATF form 1 and pay another $200 tax. If it is totally wrecked, you can send it to a manufacturer who is licensed to repair or replace.

While a silencer can be made for any firearm including high powered rifles, they work best on lower powered guns using subsonic ammo. The lighter gunpowder charge in low powered ammo is less demanding on the silencer, there is also no sonic boom created by the bullet, although the muzzle blast is much louder than the bullet noise. A good silencer will reduce muzzle blast noise by 20-30 decibels (100 to 1000 times). Even the best silencer mounted on a small rifle such as a 22 caliber rim fire is going to be at least 117 decibels loud. Some higher powered rifles and handguns will not be hearing safe even when equipped with a good silencer. Semi-automatic firearms also have action noise that silencers do not reduce; the bolt slamming back and forth can be 100 decibels all by itself.

Here is a drawing of a silencer I made on an ATF from 1. http://www.putfile.com/pic.php?img=5936807
Have fun.

First, making your own will land you in prison and in loads of trouble with the BATFE. You can legally buy one, but you have to pay for the silencer and also a $250 BATFE tax stamp.

Having said that, a basic silencer can be made with a length of copper tubing slightly larger than the bullet diameter threaded onto the barrel. This tubing should have quite a few holes in it to allow the gas to escape. A larger diameter piece of tubing should be put around this copper tubing and then filled with fine steel wool coated in lithium grease. The copper tubing should extend from both ends of this outer tubing and be mostly sealed.

Use a bolt action and CCI CB rounds. They are super quiet, and still work on the squirrels.

Look into going with sub-sonic ammo? That's the way I would go. I have shot with a lot of guy's who use it. Whispers man.
