If you have a small rip in one of your clothes, then repairing it with a few "Stitches" (sewing it closed) BEFOR it catches a corner or something and that corner tears it Big Time---well, it save you Nine More Stitches!

It means prevention is better than a cure.... one small thing done correctly at the right time, will prevent 'nine times' (figuratively) the work to fix after the mistake gets worse.
