actually the neighbors should be crate training him...he could be in a crate during the day and feel more secure then let out when they are home to play, eat, etc

Best thing to do is to ignore its crying. I know this is hard and I'd be annoyed if it were my neighbour and it kept going for hours on end, but if you give in and give it attention when it is crying you are just reinforcing that it is OK to cry.
The owner needs to begin obedience training to tire it out in the mind so that it has something to think about while they're away. This will also establish who is the pack leader - then the pack leader chooses to come and go as they wish - no question or tantrum which is essentially what the puppy is doing - throwing a tanty......
ETA - I think it is a bit naive to suggest they should not have a pup without knowing all the facts. Some people don't have the luxury of not working. Both my wife and I work reasonably long hours yet we have two of the best adjusted, best trained high maintenance WORKING dogs you could imagine. One of them was a little disturbed when she was first left alone, but the other has never had a problem from day one.

If the dog is in a situation where you can get up to it, that is not a safe place to leave a puppy while gone during the day. You should ask your neighbor to crate train the puppy and leave it indoors during the day.
Sometimes a dog can feel more relaxed if the TV is left on or a stimulating toy is provided (stuff a Kong chew toy with food or soft treats and watch that puppy go!). The pup needs to get used to being alone during the day, so going over and playing with it probably isn't the best solution.

Oh, Gaz, you are a sweetheart, but I have to agree that you need to call a humane society. You are not always going to be there, and the puppy will suffer even more anxiety. Little dogs like that are quick to go to a good home if the owner does not heed a warning. I know you are great with a camera, and better yet, a camcorder. The visual and audio of the puppy's plight will get a fire burning.
Edit: You might want to double check that camcorder before you show the officials!

I have a 14 week old Maltese we got him when he was 8 weeks and he cried at night when we went to bed but we just left in the living room with his blanket and toys with the tv on and a light on and he stopped crying after 2 days. He is fine now sleeps alone and does fine for 3 or so hours alone he might be ok a little longer but there is almost always someone at home.

Oh, boy. What a mess. A puppy is a baby. A baby needs to be held and cared for, not left alone. It will cry if it is left alone.
Plus - the dog should not be outdoors.
The owner should have a crate for the puppy in the house wilth a 'pee pad' and lots of toys to play with.
You might approach the neighbor with this suggestion and let them know the baby is crying all day long.
I hate this kind of thing. I know you do too.

The next time the puppy cries, go next door and take it back home with you! You know you want to! The current owner is not behaving like a responsible owner and a pup that small and young needs someone with it 24 hours a day until its older and can be trained to be left alone! if you don't want to cause one almighty row ( i would ha ha ha ) i'd knock when your neighbour is home and tell her that her pup is crying constantly and that others are complaining! Tell her you'd be willing to baby-sit the pup while she's out - that way you get to have the pup all day and she can have it when she gets home??? The poor little thing would be better off with you anyway, your neighbour obviously doesn't care about it or she wouldn't leave it on its own all day, crying and just wanting a bit of love and attention!

ABBYFUL is correct you do not want to reinforce the behavior with you going over their and making the dog think it is alright for the dog to cry. Try your hardest to ignore the pup. Unfortunately it isn't your problem and it isn’t your dog. However, I do commend you for checking on the dog and making sure the little guy was OK and nothing was wrong with it. However now that you know that the dog is whining and crying for attention just leave it alone.
However I agree the dog needs to be crated!!
I guess if your trying to sleep and you live in an apartment, condo, townhouse complex then you can complain but that is as far as it can go really… Sorry we couldn’t be of more assistance to you. Good luck….

The dog was left alone outside? If you know your neighbor fairly well I would recommend speaking with them about the dangers of leaving a dog that small outside alone. If could easily be attacked by a wild animal or at that size even be picked up by a bird of prey as small as a hawk.
As far as the crying the best thing to do is ignore it. The puppy needs to get use to being by itself and you going to it when it crys will only encourage it to cry more.

Why do folks think it's ok to leave puppies, especially small ones out like that?!!!!!
The problem is, the puppy is if you 'foster' this dog, then it's going to bond with you, but you sound more responsible than the idiot owners.
You can get toys, but the pup wants attention and it needs to be in a secure place. If you were able to get to the dog, then anyone else could have and just kept going.

the dog is alone in an unfenced yard?? well, that's not right. i would talk to the neighbors and say something about this...
i had a simaler problem with my neighbors, but they are my Friends and i know their dogs. their new dog was barking and they already had a dog so i didn't know what to do because they were away at their little girls soccer practice. i didn't want to go into their back yard, but thees dogs were howling and barking for 45 min. straight!! i figured the new dog was stuck in the garage, because that's where his yips were coming from. i went to the gate and calmed them down, and luckily, that's when his owners cams home. i told them and we went back there and it turned out the poor pup was trapped in the dark corner (by a bike) in the garage. i told them that it was disturbing people and they keep their dogs in the house now.
