"Love is Blind" means that love isnt based on the person's skin tone, eye color, or nationality. It is based on the person they are on the inside. Looks shouldnt matter when you are in love. Another similer phrase is "the law is blind" meaning that the law isnt based on the things I mentioned before.

it means that you are so in love with someone that no matter what they look like, you will still love them. even if other people think they are ugly. or like the persons soul overcomes their looks.
