Yes, there are several conditions that could cause this. A thyroid issue could cause the pet to have an overactive metabolism, making it unable to keep on weight. A intestinal blockage/obstruction could make nutrients unable to pass through the body and be absorbed. A good vet should be able to narrow down the cause.

Some mental disorders are well documented in dogs, including canine obsessive compulsive disorder. Post traumatic stress disorder can be seen in dogs that have suffered a major emotional trauma (such as being beaten) in the way they behave around humans, sometimes specifically around humans who resemble the abuser. The reliability of the 'diagnosis' depends upon the reliability of the practitioner. Certified canine behaviorists are educated and trained to recognize behavioral disorders and, assuming they truly are certified by an accrediting institution, are generally reliable. Unfortunately, most animal training and behavior professions are unregulated - anyone can call themselves a "trainer" or a "behaviorist", even if they have no formal education at all. Most rescue groups and shelters rely upon volunteers or minimally trained staff members. Some are very good, and most are not nearly so good as they imagine. When seeking a professional, do your homework. Ask about the 'professional's' education. If you don't recognize the name of the college or university at which s/he studied the profession, you are most likely dealing with a quack.
