Babylon is a city in old Iraq. Bob Marley sings in one of his song a verse from "song of songs" - "by the rivers of Babylon, there we sat down, there we wept, when we remember Zion..." this vers discribes how the jewish people were expeled from Israel to Babylon and how they long to be in Israel (Zion). Its a metaphore for his people how they were taken from thier country and brought to America. and how they miss thier homeland.
Kaya is the leaves of the cannabis plant (marijuana)

Not sure about the last 2 but Babylon is a Rastafarian reference. Rastafarianism is an afro-centric pseudo-Christian religious belief that interprets scripture thusly:

Babylon = North America/western civilization/corrupt modern society. Blacks were brought here as slaves and even in the late 20's/early 30's (when Rastafarianism was spreading) they were second class citizens in Jamaica and most other countries. Prophecy was interpreted that they would be freed from oppression and return to Zion.

Zion = The "New Jerusalem", presumably in Ethiopia, the only old (Coptic) Christian land in Africa. Christianity was introduced in the 4th century. They were Christian before The Irish, the Swedes and a lot of Europe.

Ethiopia was, at the time, ruled by Emperor Haili Selassi , also known as Ras-Tafari Makonnen. He's regarded as a holy man or messiah figure. That's why the religion is called Rastafarian.
