Shipwreck Stew
Ingredients:
1 lb. ground beef
3/4 C. chopped onion
1/4 C. uncooked rice
2 c. chopped potatoes
1 (15 oz.) can kidney beans
1 (8 oz.) can tomato paste
1/2 tsp. Worcestershire sauce
1/4 tsp. chili powder
1/4 tsp. pepper
1 tsp. salt
Preparation:
Preheat oven to 350 degrees. Brown ground beef with onion in skillet, stirring until crumbly; drain.
Layer ground beef mixture, rice, potatoes and beans in lg. casserole.
Combine remaining ingredients with 1/2 c. water in bowl, mixing well. Pour over casserole. Bake covered, at 350° for 1 1/2 hours.

I didn't find one with it saying leftover chili, but I found this one recipe.
2 medium potatoes (unpeeled), sliced
2 medium onions, chopped
1/2 cup celery, chopped
1/4 cup uncooked instant rice
1 1/2 pounds ground beef, browned and drained
1 (15-ounce) can kidney beans undrained
1 (10-ounce) can tomato soup
Salt and pepper to taste
1. Preheat oven to 350*F (175*C). Grease or spray a 2-quart casserole dish with cooking spray.
2. Layer ingredients in order listed above, seasoning each layer with salt and pepper to taste.
3. Bake uncovered 1 1/2 hours.
So assuming you chili has 90% of the ingredient's add the rice, and potatoes, and what ever else your chili doesn't have. That is what I would.

add a tin of tomato soup and 5 cubed potatoes to the chilli top with crated cheese and cook for an hour in a medium oven
