I think they should be issued a special Classification driver's license which is only valid for 1 year and never with voter priviledges. Then they need to reapply. This way, these licenses can be kept separate from the American States ones.

The governor is right in one aspect. They DO buy cars and drive no matter what we think. So this would be a good way to TRACK them. Because if they hit somebody's car, they will have to pay damages then. Now, they hit & run and are never found!
