Vatican City, but there aren't all that many hookers if that's your thing.
Seriously, in Europe, the two best cities I have ever visited are Munich and Madrid. Very different, but both are great.
In Asia, Hong Kong or Bangkok.
In Australia, Sidney.
In North America, Toronto.
In South America, Buenos Aires.

Personally,
i would either choose Mumbai, India
or New York....
both are amazing cities, you wont have any fun unless you are the party type, and also you need money.
These cities have everything.
