If he "remembered" then he must have forgot about him, or been sidetracked by something else...so then god can't "always be watching" like people say

The word "remember" there entails action not just mere remembering. So when it is said that God remembered Noah, He not only remembered him but also did something to him.
Another verse in Exodus 20:8, "Remember to keep holy the Sabbath day." This one means not just remembering but actually going and participating in the Sabbath.
While it is good to read scriptures, it is best to pray and ask the Holy Spirit for enlightenment.

The Hebrew word for "remembered" in this verse is "zakar." Properly translated it means to mark (so as to be recognized), (make) mention (of), be mindful of, make to be remembered.
Sounds like God had Noah on His mind constantly and regarded him well. A modern English translation reads, "God did not forget Noah ...."

It is more like a concerned parent who watches over and protects his family but is not nosy about it. He is capable of reading our thoughts and intentions, our hearts but allows us the freedom of choice to grow and learn.
By providing His Word, showing how we should grow, what His standards are and the consequences spelled out for both good and bad actions on our part, He does not have to watch everything we do in our heads.

So anyway. i was leaving work and i "remembered" i needed to go to the daycare and pick-up my kids.
I must not love them enough, or care for the 24/7.....
remembered in this case is God showing he is protecting and caring for Noah and those on the ark.
It could also be used to show that if he doesnt remember you, you have been lost and can not return to him.
