If he looks at you alot and smiles than he probably likes you but is too shy to make a move. So maybe you could start a conversation with him. Good luck.

Only HE knows if he likes you - there is no way we or anyone else can read his mind.
He might "like you like you", or he might just be a friend.

If so you have to ask him if he does like you.
