I don't think that people in jail or prison can be ordered into any branch of the military. That would be slavery.
However, I have seen where judges have given people a second chance if they want to join the military. I have seen it happen once to a friend who got into trouble for making bombs out of gunpowder. He went to a recruitment office and a recruiting officer was able to convince the judge that the army was the best place for the kid and jail was not. I am making this sound a lot more simpler than it was though. I remember, it was touch and go for a few weeks while this was being sorted out and my friend was a nervous wreck.
I do not know if this would work for someone already sentenced and in jail. This may have been a fluke as it is.

I'd think the coast guard might have something to say. I would think the judge might accept your joining+being accepted as part of a plea agreement (for any branch).

No. Military is getting more people volunteering than they have slots for. When that happens they would prefer to have someone without a record than someone with one. Also since it appears that the Judge is not a Federal judge he has no jurisdiction over the Feds.
