13 isn't too young. You're never too young to start learning good technique, as long as you and your instructor don't try to push you into Wagnerian opera within the first six months. ;-)

Just be prepared for your voice to sound different in two or three years from how it sounds now; it's natural since you'll be going through hormonal changes.

Any young age that a child is comfortable to do voice lessons. Some children's voices are trained as 6 or 7 years old with their voice coach. With that in mind, a child grows up with a professional singing voice and performs in front of an audience.

After you go through puberty, so your voice will settle.
