The general principle is that oxygen-deprived neural tissue dies in about 3 minutes. Strokes often kill small pieces of brain tissue by oxygen deprivation, and the cognitive effect depends completely on the location of that tissue. They are fatal if they hit a critical area. If you're talking about deprivation across the entire brain, it would definitely be fatal in 3 minutes since ALL critical areas would die.
