http://www.societyofrobots.com is filled with helpful people and has a good forum, and a "$50 robot tutorial" for people's first robots.

working with a hand drill will limit you and lead to unreliable robots. if that's all you can get make sure you get a table vise.

best is if you can get access to a mill and lathe. the mill drills perfectly straight holes into your material. this is needed for making mounting holes for shafts and such.
the lathe makes round parts. for example you may need to make a bushing to mount the wheels on motors. a lathe is nice to have.

the body parts can be cut with a table saw. if you don't have one you'll want to be able to clamp the sheet of alum (or wahtever) to the table and clamp a 2x2 down on it so that it can be a guide for a hand held circular saw.

you may want a tap and die set. it lets you make mounting holes so that the robot looks cleaner.

And a pop rivet tool is nice. it makes easy clean body panel connections.

for the electronics you'll need a soldering iron. it's nice to have two, one 50W+ for motor / battery connectors and one 25w or less for components. you'll need a multi (volt ohm) meter. you might want access to an oscilloscope, but it isn't a necesssity. and hand tools, pliers, crimpers, screw drivers, etc.

hope this helps and good luck.
