Birds aren't smart enough to talk. It is like the Far Site cartoon where the scientist invents a machine to tell what barking dogs are saying. All they are saying is, "Hey! Hey! Hey!". And dogs are smarter than birds. That it why a stupid person is called a "bird brain" and not a "dog brain".
