It's also called a frenulum. you have many in your body. It's a result of fetal development, your skull and facial tissues grow together and wrap around your nervous system as an embryo. Eventually they meet in the middle and seal up, resulting in a frenulum, for the tongue, lips and gums. The little groove beneath your nose is called a philtrum.

Frenula of the mouth include the frenulum linguae under the tongue, the f. labii superioris inside the upper lip, the f. labii inferioris inside the lower lip, and the buccal frena which connect the cheeks to the gum.

it is frenum, you can get it pierced you know...owch!!!
I did a little research for you as I had never heard of a labial frenum and I am still unsure of that one. I asked my friend (dental hygienist and therapist) and she said that it has been known to be called that but it is usually associated with another part of the body which has a frenum. Have a look on this page anyway.

that is might want to likely be well-known, even though it relies upon. it would properly be that because her teeth are coming in some distance aside, it in basic terms would look that that is hooked as a lot as her gums. all and multiple has somewhat piece of epidermis it really is suitable to their gum. as an social gathering some human beings in basic terms have some t hat are carry down more suitable then others. Like now and again in case you get braces, they extremely ought to diminish that down because that is so carry like. To be on the secure aspect, i might want to pass and be conscious someone about it. in basic terms because pondering her age, if there is something incorrect, it would want to be perfect to do it now then later in like 5 years at the same time as she might want to sense the soreness more suitable then. In different words, have it looked at and checked now, no longer in 5, in basic terms to be secure. wish this helps! ; )

The philtrum, apparently.
EDIT: On further investigation, I'm wrong! that's the groove above your mouth. The other two answers are probably right.
