We always have the tv on during the day. Always something educational like PBS or something. Because its always on, we never watch it. lol.
I learned that trick from my mom. Except for national geographic and PBS i never watched tv as a kid. Neither did my brothers. If its always on, youre never interested in it.

THe 7 Year old is in, what? 2nd grade? The kid will need to watch the same TV that his/her schoolmates watch, thus providing a device for social interaction on the playground. "Did you see Animaniacs yesterday?"
Just put on whatever the kid wants as long as his homework is done.
The 2 year old? Nature programs would be educational, but so would seseme street. Most programs for kids are pretty safe these days, there just isn't any Elmer Fudd shooting rabbits anymore. Kinda sad when you think about it...
At that age I would watch about 2-5 hours a day (After school) and play 1-4 hours of video games on top of that. Nowadays I bearly watch it at all so....safe? I think it's just a glowing box...not all that dangerous :-)

As long as all of the profane channels are blocked television is safe. Too much however could be addicting if you are meaning (is it safe) in the that sense. A limitation of 1-2 hours a day could be good. There isn't anything worth watching anymore anyway.

The less the better. None is actually best, but it is really hard for the parent! It's not that the quality is bad -- I assume you're having them watch ok stuff. It's that once they get hooked on TV, it's hard to transition to other activities, like playing outside, using their imaginations, and entertaining thenselves.

the 3 year old shouldn't be watching any. the 7 year old, maybe 30 minutes. They're too young to be getting hooked on tv.

I think its more about the quality of tv your child is watching than the quanity. Make sure your child is getting outside and playing, but a few hours of tv wont hurt, It might even help if your watching educational stuff. as long as your child is getting more play time than tv time in their day. and when they do watch tv, make it something that they can learn from.

I don't know an exact amount, but as little as possible. Mine watch TV during the day periodically but always fun, learning shows like the backyardigans. I prefer they play with their toys if they are going to be inside, such as pretend, etc
