Do you HAVE to let them know? No.
Do you want them to PAY for those things if they get stolen? You probably do....in which case you need to let them know.
Why?
A typical auto policy only covers the vehicle and standard equipment (tires/radio/cd player). Some policies will cover CUSTOM EQUIPMENT up to $1000.
If you have more than $1000 of custom equipment (special rims, special speakers, special paint job, specialty electronics like tvs, etc) you are going to need to declare those and their values.
Some insurance companies may not provide custom equipment endorsements for you. Those items will make your vehicle much more attractive to car theifs.
If you do shop around and find the coverage you need - you are likely going to be paying a pretty penny for it.

If you put too much expensive crap in an old car, you will not have coverage unless you can get specialty custom car insurance for the increased value. 24" inch rims on an Eldorado are pretty stupid. The car was built as a luxury car with a soft ride, and 24s will really roughen up that ride because there is almost no sidewall to absorb bumps.

you don't have to, however they wont cover any loss on them either. so if car is stolen you will get what a base eldorado is. you must tell them if you want coverage for all of it. and yes your insurance cost will go up

Not unless you want them covered by your insurance. Most companies do not cover add-ons unless a policy is in force to cover them.
