I can think of two reasons why it's pointless to report someone: As you say, receiving a violation notice only hardens the offender's resolve. Even if the offender gets their account deleted, they'll just come back with a chip on their shoulder.
On the other hand, not reporting really egregious behavior will only allow it to continue. But, if one tries to avoid reporting an offender and publicly criticizes him, that's considered an attack, which is an offense in itself. Sending them a private complaint (if even possible) will only start a nasty feud.
I agree that reporting trivial violations generally does more harm than good. I've got a pretty thick hide, so I let most everything slide. Now that I'm a senior, about the only thing that really gets to me is pornographic avatars (funny how our taste for that changes as we age). Even then, a quick thumbs down easily takes care of the problem.
In the final analysis, I agree that reporting a violation generally does more harm than good.

I got 2 violations on 2 of my answers, this week, and I have no idea why. One may have been for possible SPAM, but I wasn't advertising. I was just telling the questioner where to find some info. The other one had nothing objectionable at all.
I certainly was not swearing or saying anything anti-american or anti-religious They were not even in the R&S Section.

I don't bother with that petty crap, but I really used to think that the people who report me all the time would have figured it out about 30 or so accounts ago. I guess some people, you just can't reach lol.

Yeah, its sad when anyone reports anything. I wish the atheist side was more mature (lol @ my hypocrisy) but I guess we're human too.
I really earned todays violation though, threatening violence. Silly I know.

whether its pointless or not why would someone want to report you, that only breeds animosity.what makes more sense is to report someone who uses bad language and has a demeaning attitude constantly towards other users.you just have to pick and choose your battles carefully.

The problem is religious people who report simply because they don't like the question, not because its offensive or breaks guidelines.
