Absolutly not! This is an urban legend!
As long as you are able to control the vehicle, there is no requirement that you wear anything on your feet!

This is covered in the States laws that you are driving in. Some make it illegal to drive barefoot, some don't.

I don't see anything wrong with going barefooted. I never heard of a law forbidding this.
