Get the pet urine enzyme spray to remove the odor where she has done it. When she does it, if you catch her at it, swat her gently and take her to the litter box. If you don't catch her at it, before you clean up, catch her, take her to it, pass her nose over it, (not in it), swat her gently and take her to the litter box.
I was looking at my short hair cat this morning, who is just over a year old, as she was cleaning herself and reminded myself that except for the day she was found in the backyard in the rain as 4" long, soaking wet, flea ridden kitten about a month old, when she was washed with her siblings to remove the fleas, she has not been washed. She grooms herself several times a day, but not continuously - she has to get in her 8-10 hours of sleep, and is quite pleasant to have around.

I'm not an expert, but I've had lots of cats and learned a thing or two about their behavior.
Your cat either dislikes its litter and does not want to use its box, or it is suffering from boredom or OCD disorder.
You should change the brand of litter, experiment with some different kinds and reward your cat with a treat when it uses the box. Don't buy any scented litters, try some basic stuff. Make sure the box is always clean, cat's don't like a dirty box.
Buy your cat some toys to keep busy while you are gone. I got my cat some "puffs" that are marinated in catnip from Petsmart and she LOVES them - keeps her busy for hours. Often when a cat can't stop cleaning themselves they are bored, so interact with her more.
Hope this advice helps. Try these two things and see what happens. If they don't work, you may just have a quirky cat!! Oh, also you can buy some "pet calming spray" for her, spray it near her box or on her favorite chair or blanket to sooth her and keep her mellow.

If another animal has peed/pooped on the carpet, the smell says to your kitty that "Hey! Here's a bathroom!"
Can you take the carpet/padding up? I despise carpet. It holds odors and germs.
Have you tried the enzyme cleaner you can find in pet stores? I think it's called "Final Solution" but I'm not sure. Maybe it's "Simple Solution." I use it, it really works!
P.S. Yes - I definitely agree with the posters about scented litter. DON'T GET SCENTED LITTER. It's just too much. And yes, you have to scoop it out EVERY DAY and really scrub and clean the box once a week. Cats are very clean!

She will keep going on the carpet as long as she can smell the urine scent there. You need to try a product for organic stains and odors like UrineGone or Kids 'n Pets. It may take several applications as the urine may have permeated the carpet pad. Also try covering her favorite spot with a towel or other barrier for a few days until she gets out of the habit.
You can also try discouraging her from entering the room by spraying her with water from a plant mister when she heads in there to do her business.
Good luck, cats can be persistent so you'll have to be too!

first, you need to clean the area well with an enzymatic cleaner. this will help neutralize the smell so she will not think it is a potty place. usually a good idea is to put a litter box where they are going, but because this is in the dining room, i wouldn't suggest it. cats usually don't like using the bathroom in the same area that they eat or drink. so instead of the litter box put food and water dishes there instead. another suggestion is to get a second litter box. mine started defecating on the floor next to the litter box, no matter if i just cleaned it or not. he became so picky that i had to get a second box. now he uses one to urinate and one to defecate, and as long as i clean them twice a day, he stopped going next to them.

Ha!
I also have a cat the likes to pee wher he pleases! I dont know how to stop it, do you have a carpet where the cat is peeing? If so get rid of it!
Can you block off the room?
Can you maybe try a different kitty litter?
I would never get ride of Cy my baby, but I can tell you I knwo how mad it makes me, he pees in boxes, and on newspaper!
I dont know what else to tell you, get rid of any smell of the cat peeing there, and try new cat littler!

Did you have another pet? Did the person who lived there before have a pet? You may have to get a cage, and make the whole thing one big litter box, and keep her in it for a few days. Force her to use it.

the carpet may have odors you can't smell that she's trying to over power with her own smells, perhaps if you had it steam cleaned that would help, or make sure the location of her box is private enough, she may be uncomfortable with it where it is.
