It means that if laws cause fewer people to smoke then the amount of tax money the state of Ohio gets will decrease and they will have to find new sources of revenue or cut stuff from the budget.

Sounds pretty straightforward. They're saying that if they get less tax money from cigarette taxes, they'll have to get the extra amount someplace else, probably by raising some other tax.
