I say, "When is a good time to call" because that way its like they can't say no or say, "No there is no good time to call". It’s almost like what telletmarkers do to close a deal on the phone.

This isn't necessarily a grammar question but either one works. Both work but the second one sounds better. You might want to try "whats a good time to call?" Hope that helps!

Both would work, but the first one is more specific. The second one could be answered with a yes or no, but the first is asking for a specific time.

When is better. "Is there a good time to call" implies that you are asking if you can call....."When is a good time to call" says that you are going to call but are looking for the most convenient time for them.

"When is a good time to call?" is less likely to get a negative answer because you're not leaving room for a "No" like in asking "Is there...?"

Both are correct.
"When is a good time to call?" is assumptive.
"Is there a good time to call?" is passive.

i agree either, but "when is a good time to call?" is better.
