It's certainly possible, but not necessarily easy for everyone. Young single Filipinas do have a tendency to leave home for work and/or romance. Applicants for tourist visas have to show strong social and economic ties to their home country and prove to the satisfaction of the interviewing officer that they will return. That isn't always an easy thing to do. A young unemployed or underemployed single woman who's never traveled outside of the Philippines might very well have serious problems in getting a visa. But so would most other people in the same situation in many other countries.

You can its just that the Philippines is on the US watch list for illegal immigrations since so many of you come here under tourist visa's and never go back to your country and live here illegally.
So if you want to get a tourist Visa the one thing they look for is strong ties to your country and reason for you to go back.

Yes a single woman from any permitted country can get a visitor (tourist) visa to visit the US. See http://www.travel.state.gov/visa/temp/temp_1305.html
