YES...New Hampshire is one State of many here in the U.S. that allows the possession of a Silencer /Suppressor under State law. You must complete an application from BATF (Bureau of Alcohol, Tobacco & Firearms) and you are subject to a complete background check, fingerprinting and must have a clean criminal criminal history.Once approved by BATF you must also pay for and obtain a $200 Federal Tax Stamp to possess one under Federal law.
Anyone who tells you different is GROSSLY misinformed....

New Hampshire is one of the 36 states that allow civilians to own silencers. There are no federal laws prohibiting civilian ownership of silencers, but you must have BATFE authorization to make, buy or possess one. You must be at least 18 to make a silencer, 21 to buy one from a licensed dealer. There is no federal license or permit required to buy or own, but a tax stamp ($200) is required prior to transfer.
As long as silencers are legal in your state, and the local sheriff will sign the ATF from 4, buying a silencer can be easier than buying a new car. It will take 1-2 months for approval though. I have never heard of the ATF refusing to approve an NFA weapon tax stamp application as long as it was filled out properly.
Unless your local police have experience with signing ATF forms, then they are probably not a good source of information on NFA weapons. My local sheriff thought silencers were illegal in WA until I explained the law to him and got his signature on the ATF forms I needed to send in to make silencers.

No, due to federal criminal law...unless they're federally registered, which I doubt.
A silencer is considered a firearm under 26 U.S.C. § 5845(a)(7). Under 28 U.S.C. § 5861(d) it is a crime for a person to receive or possess a silencer which is not registered to him in the National Firearms and Transfer Record.

No, all silencing devices are illegal to civilians in the united staes, although some fbi, and secret services personnel are allowed to have them. you can order them through some websites and from ads in magazines, but if they are found while enroute to you, you are still liable for the fines and/or jail time.
