That is the person who makes sure that everything good the organization does is seen and recognized by the public. They are the same person who puts the best spin on anything bad that happens in the organization. The PR person usually works very closely with all of the media in the market, TV, newspapers etc. A person in this field usually has a college degree majoring in anything from communication, journalism, broadcasting, English etc. The salaries are all over the board the one I know makes about $50,000 a year.

Public Relations is the title used to identify the official organizational liar. closely related to the Marketing function. They are usually very underpaid for what they are assigned to do because none of them do the job well enough. The public is on to that scam.
